Chen & Chang’s Partner Helena Chen Moderated the Conference on “Arbitration Framework in Singapore: Judicial Assistance, Supervision, and Recent Developments”

On 1 October 2026, C&C’s partner Helena Chen C.Arb FCIArb was invited to moderate the first session of the conference “Arbitration Framework in Singapore: Judicial Assistance, Supervision, and Recent Developments,” co-organized by the Attorneys Academy and ADR Committee of the Taiwan Bar Association, the Chinese Arbitration Association, Taipei, and the Taiwan Chapter of the Chartered Institute of Arbitrators.

The first session featured three Singaporean lawyers: Constance Zhao FCIArb, Charles Tay FCIArb, and Joseph Lee, who discussed key issues including Singapore’s arbitration laws and practical developments, its dual regime for domestic and international arbitration, arbitration agreements, tribunal constitution, safeguards of natural justice, interim and conservatory measures, and security for costs. The presentations provided participants with an overview of Singapore’s core arbitration framework and its practical operation.

The Q&A session, moderated by Helena Chen, sparked lively discussions. C&C’s partner Alison Chang FCIArb raised questions regarding the recently noted Singapore High Court decision [2026] SGHC 186 and exchanged views with the speakers on the choice of the arbitral seat, the governing law of arbitration agreements, and the tribunal’s authority to grant interim measures. The speakers emphasized that the choice of seat significantly impacts arbitral proceedings and judicial supervision, and advised parties considering a particular jurisdiction’s arbitration regime to seek advice from local legal professionals in advance.

The 2026 Taiwan Arbitration Week features further events, including the conference “It Is a Matter of Choice and Choice Matters” on 30 October, which will explore strategic considerations in selecting arbitral institutions and seats. Legal and business professionals interested in or engaged in international arbitration are cordially invited to participate.
