About Me

Bill Kao is qualified to practice law in Taiwan, and joined Chen & Chang, Attorneys-at-Law in 2025.

Since beginning his legal practice in 2023, Bill has regularly handled matters involving the resolution of various civil disputes. He has assisted or represented clients in pursuing, defending, or otherwise addressing claims related to construction payments, payments for goods, and fire loss compensation through negotiation, litigation, or arbitration.

In particular, Bill has developed substantial experience in various aspects of arbitration, including the interpretation of arbitration agreements, the conduct of arbitral proceedings, the preparation of arbitration-related documents, and post-award proceedings such as assisting clients in applying to set aside arbitral awards before Taiwanese courts.

In recent years, Bill represented clients in a subrogation claim arising from a power plant fire incident, arguing before a Taiwanese district court that the parties had agreed to arbitrate under the ICC Arbitration Rules, and successfully obtained a court ruling staying the litigation and ordering the plaintiffs to submit the dispute to arbitration. He also served as a team member in arbitration cases administered by institutions such as the Hong Kong International Arbitration Centre (HKIAC) and the Chinese Arbitration Association, Taipei (CAA), involving disputes over construction payments and claims arising from industrial fire incidents. In addition, he assisted in a case involving an application to set aside an arbitral award concerning a dispute over the performance of a coal purchase agreement.

Beyond the resolution of civil disputes, Bill has also regularly handled white-collar criminal defense cases. He has participated in the defense of the chairpersons of an insurance company, a financial holding company, and an electronic component manufacturer in Taiwan, who were facing criminal prosecution, with charges including false financial reporting, breach of trust, and irregular transactions under the Securities and Exchange Act, as well as breach of trust under the Insurance Act.

In addition, Bill has assisted clients in the pharmaceutical, energy, and transportation industries in conducting in-depth internal investigations, or in responding to governmental investigations, into potential corporate misconduct. These investigations involved regulations such as anti-corruption laws, fair trade laws, and local content requirements in supply chains.
